networks.coop has been central to the creation and development of the Preston Digital Cooperative, guiding it through two distinct phases:
Now completed, the first phase focused on evaluating and understanding the extent of digital exclusion in Preston and developing a suitable approach to address it. The results led to several innovative solutions, including a multi-tiered approach to improving digital literacy, device provision, and connectivity.
Currently underway, the second phase of the initiative aims to deploy and scale up the initiatives developed from the research in the earlier phase, with a focus on community engagement and involvement, skills development, and developing sustainable digital infrastructure.
Digital Exclusion in Preston
Preston’s digital divide reflects national trends but is further complicated by local economic challenges and post-pandemic impacts. Socio-economic disparities exacerbate digital exclusion, particularly for lower-income groups. Phase 1 revealed that while Preston has a strong network of community organisations, better coordination and integration of services are needed to effectively address these challenges.
Collaborative Approach
We formed active partnerships with local organisations and public sector bodies to create a more holistic approach to tackling digital exclusion. We also identified a need for improved synergy among these groups to maximise the impact of combined efforts
Proposed Solutions
A range of practical solutions emerged, including:
- Digital Skills Programs: Developing skills programs with a focus on digital literacy across different sectors of the population.
- Device Recycling and Loans: Offering recycled devices and grants to ensure everyone has access to the technology they need.

Phase 2 builds on the results of Phase 1, implementing the cooperative, and deepening community involvement. Utilising a thin layer approach (developed by networks.coop) simplifies processes and emphasises the importance of collaboration across public, private, and community sectors.
